Viksit Bharat Blueprint
- Recently, the Prime Minister launched the Aspirational Blocks Programme (ABP).
- It focuses on improving governance to enhance the quality of life of citizens in the most difficult and underdeveloped blocks of India by defining outcomes, and monitoring them on a constant basis.

About the programme
- Inspired from government’s flagship Aspirational Districts Programme (ADP): It was launched in 2018 across 112 under-developed districts of India.
- 500 blocks from 28 states & 4 UTs identified: Focus on monitoring 15 key socio- economic indicators (KSIs) under, health, education, agriculture & water, financial inclusion, basic infrastructure & social development.
- Real time tracking of KSIs: Periodic rankings will be released to foster a healthy & dynamic competition among the blocks to encourage data-driven governance.
- Aim: To address inequalities by improving governance and last mile service delivery at the block level.
- Focus: Improving the infrastructure at the block level to aid social welfare development.
Importance
- Echoes historic importance of development blocks introduced in 1952: It provides for a substantial increase in the country's agricultural programme, & for improvements in communication, rural health & education.
- Ensures that development reaches marginalised sections: A block can adopt customised approaches towards improving socio-economic indicators based on the most emergent needs.
- Inclusive decision-making: It also ensures that the decision making process is closer to the grassroots including all sections.
- Will aid the achievement of targets under SDGs: It will enable the blocks to contribute to India’s GDP & protection of rights & dignity of every citizen by increasing awareness and enhancing access to government schemes.
Conclusion
- A “viksit” block is the foundation for a “viksit” Bharat. This forward-looking programme will leverage the three Cs of convergence, collaboration, and competition to achieve this vision.
