Union Cabinet gives nod for continuation of free fortified rice supply till Dec. 2028

  • The Prime Minister Narendra Modi-led Union Cabinet on Wednesday (October 9, 2024) approved the continuation of supply of free fortified rice under various welfare programmes from July 2024 to December 2028.

Highlights:

  • The Union Cabinet, led by Prime Minister Narendra Modi, approved the continuation of the supply of free fortified rice under various welfare programs from July 2024 to December 2028. This decision underscores the government's commitment to addressing the critical issue of malnutrition across the country.

Objective: Enhancing Nutritional Security

100% Centre Funded Initiative:

  • The rice fortification initiative will continue as a centrally funded program, with the government bearing the full cost. Union Minister Ashwini Vaishnaw stated that this initiative aims to promote inclusive nutritional security by targeting widespread anaemia and micronutrient deficiencies.

Implementation Through Key Welfare Programs:

  • The free fortified rice will be distributed under the following key welfare schemes:
    • Targeted Public Distribution System (TPDS)
    • Integrated Child Development Service (ICDS)
    • PM POSHAN
  • This scheme will be implemented uniformly across all States and Union Territories.

Phased Implementation and Success:

  • The rice fortification program was initially rolled out in a phased manner, starting in April 2022. The final phase, which aimed to achieve universal coverage, was successfully completed by March 2024. Now, fortified rice is available under all government schemes.

Addressing Anaemia and Other Deficiencies:

  • According to the National Family Health Survey (2019-2021), anaemia remains a prevalent issue in India, affecting individuals across gender, age groups, and income levels.
  • Apart from iron deficiency, vitamin and mineral deficiencies (like Vitamin B12 and folic acid) persist, which significantly affect the nation's health and productivity.

Why Rice for Fortification?:

  • Rice is the staple food for around 65% of India’s population, making it an ideal vehicle for fortification. Fortified rice contains micronutrients like Iron, Folic Acid, and Vitamin B12.
  • The process involves adding fortified rice kernels to regular rice (custom milled rice) as per the standards set by the Food Safety and Standards Authority of India (FSSAI).
