Pradhan Mantri Jan Vikas Karyakram
- he Ministry of Minority Affairs implements the Pradhan Mantri Jan Vikas Karyakaram (PMJVK), in the identified Minority Concentration Areas (MCAs) of the country, with the objective to develop socio-economic assets and basic amenities in the MCAs
- In the year 2008-09, Government conceived the Multi-sectoral Development Programme (MsDP), a Centrally Sponsored Scheme.
- The erstwhile MsDP has been restructured and renamed as Pradhan Mantri Jan Vikas Karyakram for effective implementation since 2018.
- In the last 7 years under the “Pradhan Mantri Jan Vikas Karyakram” (PMJVK) more than 43,000 basic infrastructure projects including education, health, skill development, women related projects, sports and sadbhav mandaps etc. have been sanctioned at a cost of Rs. 10955.75 crore, and Rs. 8115.67 crore has been released to the States/UTs for implementation of the projects.
Minorities:
- Muslims, Sikhs, Christians, Buddhists, Jain and Zorastrians (Parsis) have been notified as minority communities under the National Commission for Minorities Act, 1992.
- As per the Census 2011, the percentage of minorities in the country is about 19.3% of the total population of the country. The population of Muslims are 14.2%; Christians 2.3%; Sikhs 1.7%, Buddhists 0.7%, Jain 0.4% and Parsis 0.006%.
Pradhan Mantri Jan Vikas Karyakram (PMJVK):
- PMJVK focuses on provisions particularly in the fields of Health, Education and Skill-development.
- This will assist in lessening the gap between the national average and the minority communities with respect to economical and backwardness parameters.
- The areas under PMJVK, have been identified on the basis of minority population and socio-economic and basic amenities data of Census 2011.
- Priority sectors under the scheme are education, health, skill development and women-centric projects.
- The projects considered are additional class rooms, laboratories, school buildings, hostels, toilets, buildings for Polytechnics, ITIs, Community Health Centres, Primary Health Centres / Sub-centres, Anganwadi Centres, Rural Housing etc.
Backwardness parameters for minority concentration areas :
Religion-specific socio-economic indicators at the district level/block/town:
- Literacy rate
- Female literacy rate
- Work participation rate
- Female work participation rate
Basic amenities indicators:
- Percentage of households with pucca walls
- Percentage of households with safe drinking water
- Percentage of households with electricity
- Percentage of households with latrine facility within the premise
Area for implementation:
- Areas which have minimum of 25% population of Minority Communities identified at the district/block/town.
- the areas identified for implementation of the scheme was increased from coverage of 196 districts to 308 districts which includes 870 Minority Concentration Blocks, 321 Minority Concentration Towns and 109 Minority Concentration District Headquarters..
Monitoring mechanism under PMJVK:
- Monitoring through Block Level Committee, District Level Committee and State Level Committee.
- Monitoring through Empowered Committee in the Ministry which reviews the progress of construction and commissioning of projects.
- Monitoring through visits by officers from the Ministry to project sites.
- Monitoring through conferences at the national, regional, state or district levels.
- The IT Cells created at State level with Ministry’s funds form an integrated part of the monitoring mechanism.
- Monitoring through conferences at the national, regional, state or district levels and visits of officials to the project sites.
Significance:
- PMJVK will continue to support the States/UTs in creating infrastructure to improve the quality of life of people.
- Absolutely critical infrastructure linkages like connecting roads, basic health infrastructure, ICDS centres, skill development are important for inclusion.
- Improving income-generating activities and catalyzing the growth process would also be eligible for inclusion in the plan.
