Operation Greens Scheme for integrated value chain development of TOP crops

  • Ministry of Food Processing Industries has been implementing scheme of Operation Greens since November, 2018.
  • The scope of short term measures originally applicable to Tomato, Onion and Potato crops were expanded to 41 notified fruits & vegetables in 2020 as a part of Atma Nirbhar Bharat Abhiyan Package.
  • Further the scope of long term strategy i.e. Value Chain Development Projects was expanded from TOP crops to 22 perishables.

Operation Greens

  • It was announced on the line of Operation Flood or White Revolution
  • It is for integrated value chain development of Tomato, Onion and Potato(TOP) crops in the selected clusters
  • NAFED is the Nodal Agency to implement price stabilisation measures
  • It has two components i.e. Long Term Strategy i.e. Value Chain Development Projects and Short Term Strategy i.e. Price Stabilisation Measures through grant of transportation/storage subsidy.
  • State-wise budget allocation is not done under the scheme

Objectives of Scheme

  • Stabilisation of prices for consumers and producers
  • Improving TOP farmers' value realisation through targeted interventions to build FPOs and TOP production clusters and connect them to the market.
  • Reducing post-harvest losses through improving farm gate infrastructure, enough storage capacity, proper agro-logistics, and connecting consuming centres.
  • Increased food processing capacity and value addition in the TOP value chain, with strong links to manufacturing clusters.

Eligible Entities

  • Food Processors, FPO/FPC, Co-operative Societies, Individual farmers, Licensed Commission Agent, Exporters, State Marketing/Co- operative Federation, Retailers etc. engaged in processing/ marketing of fruits and vegetables.

Eligible Crops

  • Fruits: Mango, Banana, Guava, Kiwi, Litchi, Mosambi, Orange, Kinnow, Lime, Lemon, Papaya, Pineapple, Pomegranate, Jackfruit, Apple, Almond, Aonla, Passion fruit, Pear, Sweet Potato, Chikoo
  • Vegetables: French beans, Bitter Gourd, Brinjal, Capsicum, Carrot, Cauliflower, Chillies (Green), Okra, Cucumber, Peas, Garlic, Onion, Potato, Tomato, Large Cardamom, Pumpkin, Ginger, Cabbage, Squash and Turmeric (dry)
  • Any other fruit/vegetable can be added in future on the basis of recommendation by Ministry of Agriculture or State Government.
