NIPUN Bharat Mission
- The Department of School Education and Literacy, Ministry of Education launch National Initiative for Proficiency in Reading with Understanding and Numeracy (NIPUN Bharat).
- The launch of NIPUN Bharat marks an important measures taken for implementation of the National Education Policy 2020.
Key points:
- This scheme would provide an enabling environment in a bid to ensure universal acquisition of foundational literacy and numeracy.
- Every child should achieve the desired learning competencies in reading, writing and numeracy by the end of Grade 3, by 2026-27.
- NIPUN Bharat is likely to emphasise goal setting and accountability for State governments.
- It also provide guidelines for teacher training, assessment and the creation of printed resources, according to people who helped develop the mission.
- The goal is to enrol children in school, and then to ensure that they finish Class 10.
- It could recommend a 60-90 day focus on foundational literacy and numeracy before transitioning to a regular timetable
Implementation:
- NIPUN Bharat will be implemented by the Department of School Education and Literacy.
- A five-tier implementation mechanism will be set up at the National- State- District- Block- School level in all States and UTs, under the aegis of the centrally sponsored scheme of Samagra Shiksha.
Funding:
- Money will be allocated from the flagship Samagra Shiksha scheme,
- For 2021-22, the budget estimate for Samagra Shiksha was ₹31,050 crore, a 20% drop from the previous year’s estimate of ₹38,750 crore.
Samagra Shiksha Abhiyan
- It is an integrated scheme for school education extending support to States from pre-school to senior secondary level.
- The scheme was launched to improving the quality of school education.
- It subsumes the three Schemes of Sarva Shiksha Abhiyan (SSA), Rashtriya Madhyamik Shiksha Abhiyan (RMSA) and Teacher Education (TE).
- It is a Centrally Sponsored Scheme.
- The emphasis is on improving the quality of school education by focussing on the two T’s – Teacher and Technology.
