Mission Karmayogi

  • Former Infosys CEO S D Shibu Lal was appointed as a chairperson of a three-member task force formed to help the government in bringing major bureaucratic reforms through its ambitious ""Mission Karmayogi"".
  • It was formally known as “National Programme for Civil Services Capacity Building (NPCSCB)”.
  • It was launched with the objective of enhancing governance through Civil Service Capacity Building in 2020.

Six pillars:-

  1. Policy Framework,
  2. Institutional Framework,
  3. Competency Framework,
  4. Digital Learning Framework (Integrated Government Online Training Karmayogi Platform (iGOT-Karmayogi),
  5. Electronic Human Resource Management System (e-HRMS), and
  6. Monitoring and Evaluation Framework.

NPCSCB:

  • It is a New National Architecture for Civil Services Capacity Building.

Institutional framework:

  • Public Human Resources Council (led by PM) to approve and monitor Civil Service Capacity Building Plans.
  • Cabinet Secretariat Coordination Unit-: to monitor the implementation of NPCSCB
  • Capacity Building Commission -- for the functional supervision of training institutions and facilities in preparation of annual capacity building plans.
  • Special Purpose Vehicle – own and operate all the digital assets created for NPCSCB on behalf of the Government of India.
  • Programme Management Unit (PMU) - provide Program Management and Support Services to the Department."
