The 5th World Congress on Disaster Management (WCDM) is being organised in New Delhi between November 24-27, 2021 in the campus of IIT Delhi.
It was virtually inaugurated by Indian Defence Minister Rajnanth Singh on November 24, 2021.
The theme of the Congress is ‘Technology, Finance and Capacity for Building Resilience to Disasters in the context of COVID-19’.

It is a unique initiative of Disaster Management Infrastructure And Control Society (DMICS) that aims to bring researchers, policy makers and practitioners from around the world in the same platform to discuss various challenging issues of disaster risk management.
Mission : To promote interaction of science, policy and practices to enhance understanding of risks and advance actions for reducing risks and building resilience to disasters.
4 editions of WCDM : First- 2008 - Hyderabad Second - 2015 - Vishakhapatnam . Third - 2017 -Vishakhapatnam Fourth - 2019- Mumbai
It has emerged as the largest global conference on disaster management outside the UN system.

Indian Armed Forces have demonstrated time and again that they care for and stand by India’s partners when they need without distinguishing between natural or man-made disasters.
Also stated that India’s vision for the Indian Ocean encapsulated by the concept of SAGAR (Security and Growth for All in the Region).
Elements of SAGAR: Deepening economic & security cooperation among littoral states. Enhancing capacities to safeguard land & maritime territories Working towards sustainable regional development & Blue Economy. Promoting collective action for dealing with non-traditional threats such as piracy, terrorism and natural disasters.
Armed Forces appreciated for being first responders in region for Humanitarian Aid and Disaster Relief (HADR) operations.
India’s unique position in the IOR along with the capability of Armed forces highlighted; enables it to contribute significantly during HADR situations.

Operation RAHAT- Yemen -2015 : India rescued and evacuated over 6700 persons, comprising of more than 1940 citizens from 40 other countries.
India also provided assistance during 2016 cyclone in Sri Lanka and in 2019 earthquake in Indonesia.
Mauritius Oil Spill: India also responded promptly during Oil Spill in Mauritius in August 2020
India's efforts to curb oil tanker fire in September 2020 in Sri Lanka.

Impact of pandemic on 2030 Sustainable Development Goals (SDG) agenda must be assessed comprehensively and the lessons learnt should be incorporated in global and national strategies for the implementation of the SDGs.
cutting-edge technologies emerging in the fields of space, communication, bio-engineering, bio-medics and Artificial Intelligence should be shared with all.
Funding initiatives for capacity development for better application and use of these technologies in the local contexts.
The first responder tradition must be further promoted as it reflects India’s commitment to assume a key role in the international order.
Cooperating more closely to strengthen international architecture for building structures to prevent and manage future disasters.
